PETRONAS and Hokuriku Electric Strengthen Long-Term LNG Partnership, Advance Carbon-Neutral Collaboration

PETRONAS LNG Ltd. (PLL), a subsidiary of Petroliam Nasional Berhad (PETRONAS), has signed a Heads of Agreement (HOA) with Hokuriku Electric Power Company (Hokuriku Electric) to negotiate and finalize the renewal of their long-term Liquefied Natural Gas (LNG) supply agreement.


The HOA represents another milestone in the long-standing partnership between PETRONAS and Hokuriku Electric. It reflects the strong mutual confidence built over the years while reaffirming the trust, reliability, and strategic value of their collaboration. Under the proposed agreement, PLL is expected to continue supplying up to 0.54 million tonnes per annum (MTPA) of LNG to Hokuriku Electric for a ten-year period beginning in 2028.


The agreement was signed in Kuala Lumpur on 14 July 2026 by PETRONAS LNG Ltd. Chief Executive Officer, Mr. Rosdi Ab Rahman, and Hokuriku Electric President, Mr. Koji Matsuda.


On the same day, PETRONAS and Hokuriku Electric also signed a Memorandum of Understanding (MOU) to explore strategic collaboration on carbon-neutral initiatives. The MOU reflects the companies' shared ambition to strengthen a more resilient LNG supply chain while advancing next-generation fuels such as hydrogen and ammonia, renewable energy, and decarbonisation technologies including carbon capture and storage (CCS) and carbon capture, utilisation and storage (CCUS).


Together, the HOA and MOU reinforce and expand a partnership that now extends beyond LNG, founded on supply reliability, operational cooperation, and mutual trust. They also highlight both companies' shared commitment to pursuing practical and collaborative solutions that support the transition toward a lower-carbon future.


PETRONAS Executive Vice President and CEO of Gas & Maritime Business, Datuk Adif Zulkifli, said “PETRONAS is honoured to continue our enduring partnership with Hokuriku Electric. The HOA reflects the strong trust and collaboration that have been cultivated between both companies over the years.


As Hokuriku Electric’s sole LNG supplier, PETRONAS remains committed to continue delivering reliable LNG supply while supporting Hokuriku Electric’s energy security, operational resilience and transition journey. Beyond LNG, the MOU on carbon-neutral collaboration underscores our shared ambition to explore new opportunities that can create long-term value for both parties,” he said.


Since the current LNG Sale and Purchase Agreement came into effect in 2018, PLL has served as the sole LNG supplier to Hokuriku Electric, supporting the operations of its LNG-fired power generation facilities at the Toyama-Shinko Thermal Power Station. The new HOA is intended to ensure continued LNG supply beyond the existing contract period while further reinforcing PETRONAS’ position as a trusted long-term LNG partner for Japanese buyers.
